    Introduction

    GGGI, an intergovernmental organization based in Seoul, supports countries in advancing low-carbon, climate-resilient, and socially inclusive economic growth.

    The organization plays a key role in facilitating international carbon markets under the Paris Agreement’s Article 6 framework.

    The Carbon Transaction Facility (CTF), launched in October 2024, is a core mechanism supporting member countries’ engagement in Article 6 trading, offering technical assistance, capacity building, and transaction facilitation.

    The organization is seeking a highly skilled Carbon Finance Senior Officer to lead the implementation of Phase 2 of the Integrated Assessment for Article 6 (IAA6) project across multiple countries.

    This influential role involves coordinating technical experts, translating analytical outputs into actionable policies, and managing a EUR 1.5 million budget.

    Key Responsibilities

    Project Leadership and Management

    • Lead the planning, execution, and monitoring of the IAA6 Phase 2 project aligned with scope, budget, and timelines.
    • Manage full project lifecycle including work planning, budget execution, procurement, risk management, and quality assurance.

    • Oversee the delivery of integrated assessments, scenario modeling, and policy outputs for multiple countries.
    • Ensure seamless integration with GGGI’s broader CTF Readiness Facility and other initiatives.

    Technical Coordination and Policy Support

    • Interpret complex analytical and modeling results to develop clear, policy-relevant recommendations for governments.
    • Refine and deploy the IAA6 approach, collaborating with modeling partners, technical experts, and country stakeholders.
    • Promote adaptive management, continuous learning, and dissemination of lessons learned.

    Stakeholder Engagement and Representation

    • Serve as the primary liaison for the IAA6 project with EU counterparts and other stakeholders.
    • Manage relationships with consultants, technical experts, and government partners to ensure timely delivery of high-quality outputs.
    • Support knowledge exchange activities, workshops, and global fora representation.

    Reporting and Quality Assurance

    • Lead technical and policy document drafting, ensuring clarity, relevance, and usability for decision-makers.
    • Track expenditures, manage contracts, and ensure compliance with donor and GGGI requirements.
    • Prepare reports for donors and internal management, contributing to broader project reporting.

    Candidate Profile

    Qualifications

    • Master’s degree in economics, environmental/climate economics, policy, or related fields.
    • 5–7 years of project management and technical assistance experience in climate finance or carbon markets.
    • Proven experience working on climate policy, Article 6, and national climate governance.

    • Experience managing multi-country projects, including stakeholder coordination and donor reporting.
    • Familiarity with integrated assessment models and climate planning tools is a plus.
    • Working knowledge of French or Spanish is advantageous.

    • Strong communication skills in English; ability to produce policy and technical documents.
    • Excellent project coordination, stakeholder engagement, and team collaboration skills.

    • Ability to interpret technical analysis and translate into strategic policy insights.
    • Proactive problem-solver with solutions-oriented mindset.
    • Demonstrated ability to manage consultants and deliver across diverse teams without direct authority.
