The recruitment is part of an ongoing effort to strengthen civil society participation in global health governance and ensure balanced representation within one of the world’s most influential health financing mechanisms.

    Applications are open until Wednesday, 15 July 2026. Selected members will serve a one-year term, renewable annually subject to performance, engagement, and continued organizational endorsement.

    Delegation members serve in a voluntary, unpaid capacity, contributing expertise to global health strategy, policy development, and oversight processes.

    About the Developed Country NGO Delegation

    The Developed Country NGO Delegation is one of twenty voting constituencies represented on the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria. It operates within the Board’s Implementers Group and plays a critical role in shaping strategic direction and governance.

    The Delegation structure includes:

    • One Board Member (BM)
    • One Alternate Board Member (ABM)
    • One Constituency Focal Point (CFP)
    • Thirteen Delegation members

    Members collaborate to represent NGOs based in countries ineligible for Global Fund allocations due to high-income status, often referred to as the global North.

    The Delegation’s core mission is to ensure civil society voices are embedded in Global Fund decision-making processes and that the institution remains:

    Eligibility Requirements

    Applicants must represent non-governmental organizations (NGOs), including civil society, community-based, or community-led organizations located in countries ineligible for Global Fund allocations due to income classification.

    Key eligibility conditions include:

    • Written authorization from a host NGO confirming representation
    • Membership tied to individuals rather than organizations
    • Ability to participate independently while drawing on organizational expertise
    • Recognition that Delegation positions do not represent formal organizational stances

    NGOs are broadly defined as independent, publicly accountable organizations operating outside government control.

    Roles and Responsibilities of Delegation Members

    Delegation members collaborate closely with senior leadership roles to shape strategy and policy positions. Responsibilities include:

    • Contributing to Delegation priorities and advocacy strategies
    • Providing technical input into Board and Committee discussions
    • Reviewing policy documents and preparing position statements
    • Participating in internal working groups and strategy sessions

    Members are expected to demonstrate strong familiarity with:

    • Global health governance systems
    • HIV, tuberculosis, and malaria programming
    • International development and health financing systems
    • The operational structure of the Global Fund

    Time Commitment Expectations

    The Delegation requires a significant but structured time commitment:

    • 5–10% of time annually (approximately 2–4 hours per week)
      • Regular meetings and document review
      • Participation in working groups
    • 20–25% of time during peak governance periods (6–10 hours per week)
      • Intensive engagement before Board and Committee meetings
      • Preparation of policy briefs and talking points
    • Additional commitments include:
      • Two annual Board meetings (held in Geneva or host locations)
      • Committee meetings (typically March, July, and October)
      • Annual Delegation retreat (three days)
      • Optional technical and coordination sessions throughout the year

    In some cases, members may be required to travel and attend in-person meetings lasting up to seven working days.

    Selection Criteria

    Candidates will be evaluated based on the following criteria:

    • Minimum of seven years’ relevant experience
    • Strong understanding of HIV, TB, and malaria programming
    • Expertise in global health governance and policy
    • Experience with Global Fund grants or implementation systems
    • Strong diplomatic, analytical, and negotiation skills
