    Summary of Key Details

    The Commonwealth Parliamentary Association (CPA) is seeking an experienced consultant to develop a comprehensive toolkit titled “Safeguarding Women Parliamentarians from Online Harms” designed to support Commonwealth parliaments in protecting women MPs from online gender-based violence.

    The project involves research, content creation, and consultation with women parliamentarians and parliamentary staff across Commonwealth nations.

    The successful candidate will work closely with the CPA Headquarters Secretariat to produce a practical, actionable resource within a 6-month timeframe.

    Role Overview

    The primary purpose of this consultancy is to produce a practical toolkit that provides guidance on preventing, identifying, and responding to online gender-based violence targeting women parliamentarians.

    The toolkit will be informed by interviews, regional focus groups, and best practice examples from Commonwealth Parliaments. It aims to promote safety, support, and gender-sensitive approaches in legislative environments.

    Responsibilities

    • Conduct comprehensive background research, including review of CPA policies and guidelines.
    • Develop clear, well-referenced content in collaboration with CPA Secretariat.
    • Conduct confidential interviews with women parliamentarians to gather insights.

    • Incorporate regional experiences and best practices into the toolkit.
    • Deliver drafts for review and revise content based on feedback.
    • Finalize and submit the completed toolkit by the deadline.

    Candidate Requirements

    • Proven experience in research related to violence against women in politics, women’s political participation, or online harassment.
    • Knowledge of legislative approaches and policies addressing online violence against women MPs.
    • Demonstrable experience producing content for parliamentarians and parliamentary staff.

    • Fluency in spoken and written English.
    • Ability to complete the project within 6 months (by 8 December 2026).
    • Availability for regular meetings with CPA HQ Secretariat.

    Contract Terms and Application Process

    • Total fee of £10,000 GBP, payable in two installments (30% upon signing, 70% upon completion).
