    UN Women has opened applications for a home-based international consultancy opportunity for a Migrant Women and Disabilities Expert Consultant.

    The four-month assignment offers experienced researchers and policy experts the opportunity to contribute to global efforts advancing gender-responsive migration policies and disability inclusion.

    The consultancy falls under UN Women’s flagship Making Migration Safe for Women Programme, which works to strengthen the rights, protection, and economic empowerment of migrant women across multiple countries.

    About the Consultancy

    UN Women is seeking an expert consultant to lead the development of a policy brief examining the experiences of migrant women with disabilities.

    The assignment will explore both the opportunities and challenges associated with migration for women with disabilities, including how migration can support empowerment, access to services, and economic opportunities, while also highlighting the discrimination, exclusion, and risks many women face throughout migration journeys.

    The research will pay particular attention to:

    • Physical disabilities linked to migration experiences
    • Mental health and psychosocial disabilities
    • Gender-based violence and exploitation
    • Access to healthcare and social protection
    • Decent work and labour rights
    • Detention and migration governance
    • Sexual and reproductive health services
    • Barriers to economic participation

    Supporting Evidence-Based Migration Policies

    The consultancy is part of UN Women’s broader efforts to ensure that migration governance is gender-responsive and grounded in human rights principles.

    The Making Migration Safe for Women Programme, funded by Germany, has been implemented in Ethiopia and South Africa since 2019 and expanded to Senegal in 2026.

    The programme supports:

    • Gender-responsive migration policies
    • Protection of migrant women’s rights
    • Improved migration data collection
    • Evidence-based policymaking
    • Strengthened international standards on migration and gender equality

    Key Responsibilities

    The selected consultant will be responsible for conducting research and stakeholder engagement activities that will inform the development of the policy brief.

    Core responsibilities include:

    • Conducting background research and literature reviews
    • Developing a project outline and workplan
    • Organizing and facilitating a virtual stakeholder consultation
    • Preparing consultation reports and summary notes
    • Conducting 5–8 key informant interviews
    • Drafting and revising the policy brief
    • Producing communication and advocacy messages based on findings
    • Preparing an accessible plain-language summary of the final report

    Stakeholder Engagement and Consultation

    A major component of the consultancy involves organizing a virtual consultation bringing together a diverse group of stakeholders.

    Participants are expected to include:

    • Civil society organizations
    • Organizations of persons with disabilities (OPDs)
    • Women’s rights organizations
    • Migrant-led organizations
    • Academic experts
    • International organizations
    • Human rights specialists
    • Relevant United Nations mechanisms

    The consultation will help ensure that the policy brief reflects the lived experiences and priorities of migrant women with disabilities.

    Required Qualifications

    UN Women is seeking candidates with strong expertise in gender equality, migration, disability rights, and policy research.

    Applicants should possess:

    • A Master’s degree in gender studies, development studies, social policy, human rights, or a related field

    Alternatively:

    • A Bachelor’s degree combined with additional qualifying experience may be considered

    Required Experience

    Candidates must demonstrate:

    • At least five years of experience conducting or supporting research on gender equality, women’s rights, and migration
    • Experience working on disability rights or disability inclusion
    • Strong background in policy-oriented research and knowledge products
    • Familiarity with international frameworks on migration, gender equality, disability rights, and human rights
    • Excellent analytical and writing skills
    • Ability to work independently and meet tight deadlines

    Language Requirements

    Applicants must have:

    • Fluency in English

    Additional UN languages are considered an asset.

    Consultancy Deliverables

    The consultant will deliver a series of outputs between June and September 2026.

    Major deliverables include:

    • Research plan and project outline
    • Virtual consultation design and facilitation
    • Consultation summary report
    • Key informant interviews
    • Draft and final policy brief
    • Advocacy and communication messages
    • Accessible plain-language summary of findings

    The consultancy is expected to conclude in September 2026.

    Home-Based and Internationally Accessible

    The position is fully remote, allowing qualified experts from around the world to contribute without relocation requirements.

    The consultant will work closely with UN Women’s Economic Empowerment Section and report directly to the Global Coordinator of the Making Migration Safe for Women Programme.
