Job Summary
The World Meteorological Organization (WMO) is seeking an Institutional Coordination and Early Warning Systems (EWS) Specialist for an individual consultancy to support the implementation of the EW4ALL initiative in Togo.
The role involves supporting technical coordination, stakeholder engagement, project communication, and the development of the EW4ALL roadmap in collaboration with national meteorological and water resources agencies, civil protection, and other key stakeholders.
Background
In line with the global EW4ALL initiative, Togo is developing an action plan to enhance hazard warning systems to reduce population impacts.
This consultancy will analyze institutional frameworks, document lessons learned, and support the alignment of ongoing and planned projects, including GCF initiatives, to ensure effective implementation of EW4ALL objectives.
Key Duties and Responsibilities
1. Support Technical Coordination and Stakeholder Engagement
- Conduct structured reviews of institutional mandates, workplans, and coordination mechanisms related to hydrometeorological and climate services.
- Map ongoing and planned initiatives contributing to EW4ALL pillars, ensuring coherence and complementarity.
- Develop actionable recommendations for building a cohesive national EW4ALL Action Plan.
2. Support Communication of Project Achievements
- Describe project achievements related to EW4ALL pillars and suggest sustainability strategies.
- Assist national institutions in capturing, documenting, and disseminating lessons learned.
- Prepare communication articles on lessons learned from hydrometeorological and warning services projects.
- Support dissemination of project success stories.
3. Support the Preparation of the EW4ALL Roadmap
- Engage with ANAMET, DRE, and ANPC to gather strategic visions for early warning development.
- Map current and upcoming investments from the government and projects, classified by EW4ALL pillars.
- Coordinate the EW4ALL workshop alongside national agencies.
- Prepare and support validation of the EW4ALL roadmap during the workshop.
Main Deliverables
- Co-developed institutional workplans and GCF Alignment Matrix.
- Final report summarizing activities, lessons learned, and the EW4ALL roadmap.
Required Skills and Experience
Education
- Master’s degree or equivalent in Meteorology, Hydrology, Environmental Sciences, International Development, or related fields.
Experience
- Minimum of 5 years in early warning systems, project planning, policy analysis, or climate-related project management, preferably in Sub-Saharan Africa.
- Experience with national meteorological agencies and UN frameworks is highly desirable.
Languages
- Fluency in French and strong working knowledge of English.
Salary and Duration
- Payband C: $390 to $750 per day / $10,000 to $12,500 per month.
- Duration: 60 days over 6 months, with the possibility of renewal based on performance and funding.
